Notary Commissions will be handled through the Lincoln County Clerk's Office from 8:00 am to 4:30 pm, Monday through Thursday. Appointments are not required. Call 636-462-7957 if your commission is expiring on a Friday. 

Becoming a Notary Public

Lincoln County Clerk issues Notary Commissions for bonded, qualified applicants who have been approved to act as a Notary Public by the Missouri Secretary of State's office. 

  1. Fill out a Notary Public application and complete the Notary Public Training Course. These items are available on the Missouri Secretary of State's website
  2. Upon receiving the letter from the Secretary of State confirming the commission, the applicant must apply for a $10,000 Notary Surety Bond. There are several different ways to obtain this bond: 
    1. After receiving your letter from the Secretary of State confirming the commission, the applicant or applicant's employer/company will apply for the bond. The applicant must provide the employer with a copy of the letter confirming the commission. 
    2. The applicant may contact one of the many bonding companies who have sent information to the applicant upon filing to become a Notary Public. If the application is submitted in this manner, the bonding company must have the letter from the Secretary of State's office to issue the bond. Typically, the applicant may fax the bonding company a copy of the Secretary of State's letter. The Secretary of State's office will not send this information to the bonding company. 

Swearing-In Process

Once you have received your bond, please bring the following documents listed below to the Lincoln County Clerk's office at 201 Main Street, Room 102, Troy, MO 63379:

  1. Original Notary Bond (or emailed copy). We cannot accept the bond by viewing it on an electronic device. We must verify that your name and commission date match the information on your letter from the Secretary of State's office and are printed correctly on your bond. 
  2. A $3 fee (payable by cash or check) for recording the Notary Commission and administering the Oath of Office. Checks may be made payable to Lincoln County.

Where do I go to be sworn in?

A Notary Public must be sworn in the county of the applicant's residence or place of work or business in the State of Missouri. Lincoln County applicants may be sworn in at the Lincoln County Clerk's office located at 201 Main Street, Room 102, Troy, MO 63379.  

How do I renew my notary? Is my notary renewable?

Notaries are not renewable. All Notary Publics must re-apply every four years. 

How much does it cost to become a Notary Public?

The Lincoln County Clerk's office fee for recording the notary commission and administering the oath is $3. Additional fees to become a Notary Public include a $25 fee made payable to the State Director of Revenue to file the application to become a Notary Public, a four year notary surety bond acquired through an insurance or bonding company at the cost of approximately $50, and a journal and notary seal acquired through any office supply store at a cost of approximately $150. 

Can I sign my Notary Surety Bond before I come to the office?

No. All documents must be signed in the office of the County Clerk in front of the County Clerk or Deputy Clerk. 

What do I need to check on my Notary Surety Bond before I come to be sworn in?

Please check that the date of commission and your county of residence is correct. The date of commission should be indicated on the bond. If the space on the bond is blank where the beginning date of the commission should be, please fill in the proper beginning date. If the date or county of residence is incorrect, the applicant will need to contact the insurance company to obtain a rider to correct the Surety Bond.
